Designed by Tom Deeb and launched in 1995 under Hi-Point Firearms, the 995 occupies a legendary position in the modern firearms market. During the mid-1990s, the passage of the 1994 Federal Assault Weapons Ban drastically limited magazine capacities for civilians. Seizing an opportunity, Tom Deeb engineered a carbine that was intentionally designed around a 10-round single-stack magazine. This design meant it was completely legal to manufacture and distribute nationwide without design modifications.
