In short, a firm strip of leather (called the welt) is stitched to the leather upper, forming a flexible yet durable one-piece upper unit. The welt acts as a sort of "anchor layer" for the outsole, which is then stitched to the upper unit. The finished product has two rows of stitching - one that holds the upper and welt together (typically inside the boot), and another that holds the welt to the outsole (that's the one you see around the perimeter of the outsole).
