Background: For many years, production was dominated by a small number of land barons. Following land reforms after the 1920's revolution, the large plantations lost their monopoly on production, and coffee growing began to spread to small farms. As a result, coffee production grew at a rapid pace in the countryside. Throughout the 1970's and 1980's, the local government heavily promoted coffee production to indigenous farmers, particularly in the lush southern area of the areas.
